Introduction

Sam is a Senior Consultant in LRQA’s Advisory team, bringing deep expertise in labour policy, international standards and inclusive economic development. Sam advises governments, international organisations and private companies on strategic planning, policy development and practical implementation of labour and human rights initiatives. His work spans global research, technical cooperation and direct engagement.

Biography

Sam’s recent projects include advisory work for the International Labour Organization (ILO) and other UN agencies, the World Bank Group, European Bank for Reconstruction and Development (EBRD), Inter-American Development Bank, the European Commission and corporate clients. His expertise covers decent work and job quality, international labour standards, inclusive labour market and skills development, and gender and inclusion in the workplace. Sam also specialises in advising on just transition strategies, helping policymakers, institutional investors and businesses respond to the social implications of climate and economic shifts.

He has worked extensively across emerging and developing economies, with particular experience in Latin America and the Caribbean, Southern and Eastern Europe and Central Asia.

Sam joined LRQA when Ergon Associates became part of the business. Before joining Ergon, Sam was a postdoctoral research associate in London, focusing on labour, employment and governance in economic development. He holds an MA in Latin American Studies and a PhD in Comparative Politics, both from University College London.
