LRQA helping to build Chongqing’s capacity for carbon trading

Robert Hansor, Head of Climate Change & CSR – Asia, was invited to share LRQA’s experience in the EU Emissions Trading Scheme (ETS) at the Chongqing Carbon Trading Training Workshop on 8-9 December. The event was organised by the UK Consulate General-Chongqing, Chongqing Low Carbon Association and the Chongqing Development and Reform Commission (DRC), which is the government body tasked with establishing the city’s pilot ETS – one of seven pilot schemes announced this year by the Central Government. Over 150 people from local government offices and companies joined to learn more about the EU ETS and how accurate monitoring, reporting and verification underpins successful carbon markets. Officials from the Central Government also spoke at the event to emphasis the importance of market mechanisms in China’s efforts to reduce its carbon intensity.
China’s pilot schemes are expected to start by 2013 with a national scheme expected by 2015. The schedule is ambitious given the challenges that need to be overcome so it was an exciting opportunity to share our experience and make a contribution to this emerging carbon market.
