Overview

The End of Waste Regulation for glass cullet (EU Regulation No 1179/2012) and for scrap metal (EU Regulation No 333/2011) sets criteria for determining when these materials destined for reprocessing cease to be waste.

For these materials to cease to be waste, the following must apply:

  • a specified quality criteria must be achieved and a producer or importer must be able to issue a statement of conformity
  • a certified quality management system must be in place which can demonstrate compliance with the quality criteria

ISO 9001 certification covering the waste reprocessing activities associated with either scrap metal or glass cullet will enable your organisation to implement controls that will help your organisation to demonstrate that the materials are no longer waste.

What is End of Waste certification?

Glass cullet and / or scrap metal ceases to be waste under the EU Regulation if certain defined criteria are met.

The producer of the reprocessed waste must issue a statement of conformity for each consignment of material which meets the relevant criteria.  This reprocessing must be in-line with an implemented quality management system (QMS). The QMS must be certified by an accredited certification body and the certificate of such must be made available for inspection by the Environment Agency.

Materials destined for reprocessing which meet the defined criteria are no longer considered waste and can be traded and exported as products which are not subject to waste management controls

Within the UK Packaging Regulations any business that demonstrates it has completely recovered waste packaging can apply to be accredited as a reprocessor and can issue Packaging Recovery Notes (PRNs).
